Biography

Hassan Al-Ibrahim is a transformational public sector strategist and practitioner-scholar with over 20 years of leadership experience in government innovation, tourism development, and citizen-centric service reform. He recently completed his Doctorate in Business Administration at Warwick Business School, where his research focused on redefining citizen experience in Qatar through an AI-powered Unified Citizen Experience Management Platform.

Hassan has led national initiatives including the unified citizen experience platform, which unified service delivery across government entities and introduced citizen co-design as part of a whole-of-government approach. He has held senior roles such as Chairman of Qatar Tourism Authority, Assistant Secretary General of the Qatar National Tourism Council and Deputy Chairman of the Qatar Government Excellence Award.

He currently serves on the boards of investment, cultural, and sporting institutions and advises digital ventures focused on AI and service transformation. A mentor to emerging innovators, Hassan works at the intersection of governance, design, and technology to help institutions deliver meaningful public value. He believes citizen experience is not just a digital challenge but a long-term commitment to dignity, trust, and institutional accountability.
